Erosion Control Requirements for Contractors Working in the Shoreland Zone
Under legislation passed in 2008, as of Jan. 1, 2013, a person certified by the DEP in erosion control best practices must be on-site of any activity that disturbs more than one cubic yard of soil –including earth moving, logging or landscaping operations– in the shoreland zone until work is complete and the site stabilized. The shoreland zone is an area defined as within 250 feet of rivers, wetlands, lakes and the ocean and 100 feet of certain streams.
For companies with several sites being operated simultaneously, this means multiple employees –one for each job site– needs to be certified.
Certification is obtained by attending a daylong course offered by DEP and having a construction site evaluation by staff from one of Maine’s non-regulatory soil and water conservation districts. Recertification must be obtained every three years, and can be done by attending a continuing education course or through a DVD training and recertification quiz.
To ensure contractors who want to can continue to work after the deadline, the department has scheduled more than a dozen courses across the state from Frenchville to Kittery between January and May, with another stacked schedule for the fall currently being planned.

NOTICE TO BUSINESS OWNERS
(NON-CONFORMING SIGNS)
As per the Town of Raymond's Land Use Ordinance, Article 9, section 11, E:
- Any Temporary or portable sign existing as of June 2, 2009 that does not conform to the regulations and requirements of this section shall be removed no later than December 2, 2011

With election day around the corner, the Code Enforcement Office would like to remind you that temporary political signs may be placed in any district, except in a floodplain, are not subject to lot line setbacks, and may be placed in a public right of way or on public property but not within 150 feet of an intersection or in such locations as will create a safety hazard. Political signs may not be placed within a right-of-way or elsewhere prior to six (6) weeks before the election, primary or referendum to which they relate and must be removed by the candidate or political committee not later than one week after Election Day. The maximum size of temporary political signs shall be 4 feet by 4 feet.
State law requires that signs not be placed within 250 feet of a polling place and the Code Enforcement Office does not require you to obtain a permit for temporary political signs.

The State of Maine has adopted the 2009 Uniform Plumbing Code, effective immediately. The Town of Raymond will no longer be enforcing the BOCA '96. As of December 1, 2010, the State will adopt four new model building codes, which the Town will also enforce. These are:
- The International Building Code (IBC, 2009)
- The International Residential Code (IRC, 2009)
- The International Existing Building Code ("Rehab Code," IEBC, 2009)
- The International Energy and Conservation Code (IECC, 2009)
Copies will be available for review at the Town of Raymond Code Office as soon as available to the Code Officer from the State

The Board of Selectmen recently passed the 2010 fee schedule which included the addition of the Shoreland Zone Tree Removal Fee. This requires that trees being removed within 100 feet of the water, that are 6" in diameter or larger, be inspected before they are removed. There is a $25 nonrefundable fee required at the time of APPLICATION and a site visit before the tree is removed.
